STEP 1 Market value

Goliad CAD’s opinion of the property’s market value as of January 1.

STEP 2 Appraised value

The value after an applicable homestead cap, circuit breaker or special-use appraisal.

STEP 3 Taxable value

The value remaining after exemptions for each taxing unit.

Goliad CAD uses the sales or market approach, cost approach and income approach as appropriate. It applies these methods through mass appraisal so groups of similar properties can be valued uniformly.

2026 appraisal limitations

Check the homestead cap or non-homestead circuit breaker before estimating tax

Residence-homestead cap

The appraisal limitation generally restricts annual appraised-value growth to 10%, plus qualifying new improvements, after the cap becomes effective.

The market-value field can still increase by more than 10%.

2026 circuit breaker

Qualifying non-homestead real property valued at $5.32 million or less may receive the temporary 20% appraisal limitation, plus new improvements.

Agricultural, timber and certain other specially appraised property is excluded.

Automatic calculation

A separate circuit-breaker application generally is not required when the property qualifies.

Ownership timing

Eligibility depends partly on ownership during the required prior period.

Sale can reset value

Texas now provides an exemption of up to $125,000 in taxable value for qualifying income-producing tangible personal property in each taxing unit. Business owners should still verify whether an account, rendition or supporting filing is required.

Goliad CAD states that Pritchard & Abbott, Inc. appraises mineral, utility and industrial accounts for the district. Real estate and ordinary personal-property accounts are appraised locally by GCAD.

Confirm the appraisal year Ownership, production, reserves and value can change between years.

Owner-requested interior inspection

An owner can schedule an interior inspection when an interior condition materially affects value.

Document condition

Keep dated photographs, repair estimates, engineering reports and contractor statements.

Verify identity

Ask for official identification and call GCAD when an unexpected visitor claims to be an appraiser.

Interior problems require evidence. Roof leaks, foundation movement, electrical defects or extensive interior damage may not be visible during an exterior review. Provide clear photographs, reports and repair estimates.
2026 protest status

Check special deadlines before attempting a late Goliad CAD protest

The ordinary 2026 protest period has passed for most accounts. Goliad CAD has published its 2026 certified appraisal rolls. The normal deadline was May 15 or 30 days after delivery of the Notice of Appraised Value, whichever was later.
Timely protest already filed

Continue responding to hearing notices, evidence exchanges, informal-review communication and appeal deadlines.

Late appraisal notice

The deadline can be 30 days after the notice was delivered. Preserve the notice and envelope or electronic-delivery record.

Required notice not received

A special protest deadline may apply, but the ARB decides whether the required notice was properly sent.

Good-cause late protest

Late filing can be considered only under limited rules and normally cannot continue after the ARB approves the appraisal records.

Clerical or ownership error

A statutory correction can address certain errors but does not automatically reopen an ordinary value protest.
